Stephen Davies has served as Chair of Astley Care since 2021, bringing more than 35 years of executive, governance and leadership experience across the telecommunications, information technology, engineering and health care sectors.
Stephen has more than a decade of board experience across private, not-for-profit and public unlisted organisations, including non-executive director and chair roles. He also spent 12 years as Chief Technology Officer of a formerly ASX-200 listed telecommunications company, reporting to the Board and contributing to strategic, operational and technology leadership at a senior executive level. His governance experience includes strategic planning, financial and operational oversight, risk management, regulatory compliance, executive support, and organisational accountability. At Astley Care, Stephen has played an active role in providing strategic direction, monitoring organisational performance, overseeing risk and controls, and supporting transparency and accountability across the organisation.
Stephen holds master’s level qualifications in Business, Technology and Law, and has completed the Australian Institute of Company Directors’ Company Directors Course. He is currently undertaking a PhD focused on business ethics and the professionalisation of company directors, reflecting his strong interest in ethical leadership, corporate governance and director accountability.
Known for his inclusive and supportive leadership style, Stephen brings strong commercial judgement, governance capability and a commitment to mentoring and developing people. As Chair, he is focused on supporting Astley Care’s purpose, strengthening governance, and ensuring the organisation continues to deliver high-quality, community-centred care.
Mas Bianchi is an experienced organisational development leader and strategist. Her management career spans over twenty years, within the community services, utilities, mining, construction and hospitality sectors.
Mas joined the Astley Care Board in in 2021 and currently holds the position of Deputy Chairperson.
Over the course of her career, she has held senior HR management positions with East Metropolitan Health Service, Western Power, Communicare, Monadelphous, Rio Tinto and Crown Resorts.
Her organisational development expertise spans the areas of talent management, leadership development, cultural transformation and employee experience.
She has achieved a Master of Human Resource Management at Deakin University and is an accredited practitioner in PRINT, DISC and Hogan Personality Inventory. She is a long-standing member of the Australian Human Resource Institute and Australian Institute of Company Directors.
